dc.description.abstractToday, there are hundreds of new ventures in Silicon valley, and on the route 128 in Massachusetts that were created by French people. However, in France, innovation in high-technology has stabilized and did not significantly take off. Aware of this issue, the French government has been undertaking an intense public program to initiate innovation in France. The following investigation comes from a request of individuals within the French Ministry of Finance. It will examine the specific aspects of the French public program, that promotes innovation in Information Technologies by the means of venture capitalists. Other countries will be evaluated with respect to their public policies. Another important concern is the establishment of accurate methods for evaluating public programs. In order to understand the reason for the shortage of entrepreneurs and venture capitalists in France, the investigation deals with an analysis of economic and social realities, it then proposes a recommendation for a future French public policy with respect to venture capitalists in Information Technologies.en_US
