We proposed a methodological framework within which technology transfer could be evaluated, designed and implemented. With two case studies, we showed how, when any of the factors of ''willingness'', ''opportunity'' and ''capacity'' on the parts of the transferor and transferee were overlooked or misjudged, success would be compromised. Finally, a scheme that focused on concurrently increasing these three factors was proposed as a checklist for selecting appropriate technology for transfer.en_US
