dc.description.abstractIntroduction: I am very honoured to have been invited to talk to you today at such a distinguished place of learning as the Massachusetts Institute of Technology. I understand that you have already had talks from several far more distinguished members of the aviation community, including the Chairman of the Civil Aeronautics Board and the Director General of the International Air Transport Association, so by now you are certainly well aware that international aviation has reached a critical, and some would say, crucial stage in its development. In spite of all the talk of deregulation which you will have heard within the last few years, there is nevertheless no doubt that in international aviation airlines remain at the mercy of decisions by governments, and indeed cannot operate unless the governments of the countries between which they wish to fly permit them to do so. There is not time in this lecture to discuss this subject in detail, but you can do no better than read Professor Taneja's excellent book on U.S. international aviation policy* if you wish to obtain a clear understanding of the implications of government policy for international aviation to and from the USA..en_US
